Edward Defoy Downey

Term: 1978-1996

The longest serving Fire Chief in HSFD history of 24 years. Serving as an Asst Chief from 1976 – 1977, then Fire Chief from 1978 – 1996. In addition to being a father figure & inspiration to many of the young firefighters of the time that went on to serve long careers in the fire service and some still in. Chief Downey was known for his calm demeanor, coolness under pressure, and ability to settle conflicts. During a time of little funding, Chief Downey skills in wood working & handy work helped develop fire & rescue tools that the district couldn’t afford. Chief Downey’s contribution and generosity continues to influence firefigthters today, two generations later thanks to his leadership & mentorship. When Family’s or Individuals in the community needed financial support, Chief Downey would help put on benefits and fundraisers. He over saw many accomplishments in his tenure still in use today including:

· Obtained stations fire factory built tanker & water shuttle capabilities in a community that had very few fire hydrants.

· Obtained districts first “Super Tanker”, a 3500 Gallon truck that supported all of Spartanburg County.

· Districts first quick response truck.

· First Extrication (Jaws of Life) system.

· First former medical training for fighters still in use today. (DOT Medical First Responder)

· Initiated first Automatic Aid Agreement between Holly Springs & the Gowensville Fire District that is still active today.

· Oversaw the expansion of the fire district in the late 80s covered any remaining No Mans land to insure everyone had fire protections in the Holly Springs portion of the county.

Chief Downey served honorably until his passing with cancer in 1996.
